Welcome to the forum and enjoy! I too am interested what a "30 i cl magnum" is?
Hopefully, the pros will chime in soon. Good luck!

shaneg,
.300 ICL Tornado = .308 Win. Improved
.30-06 ICL Caribou = .30-06 Improved
.300 ICL Grizzly Cub = 2.5" belted magnum cases .308 Norma Mag or .264 Win. Mag.
.300 ICL Grizzly = .300 H&H Improved
Dies will have to be custom made which can be handled by RCBS, CH4D or Redding. Forster might be willing also. Don't expect these to be in stock anywhere since the cartridges were designed originally in the early '60s and did not garner a large following other than for the rifles built in the Juencke-Saturn shop. Finding an existing set would be a miracle of stumbling into some old gunshop run by an old fashion wildcatter.
Any of the Ackley Improved style cartridges will be an equivalent of these cartridges without all the drama. The differences are minimal and unimportant.
Best.

shaneg,
There is no such thing as a '284 win mag'.
There is the .264 Win. Mag. cartridge. This would be the same as the ICL Grizzly Cub. This could be fireformed in the existing rifle's chamber. Then you send 3 - 5 cases off to a custom die maker such as Redding, CH4D or RCBS to have the dies made.
Also, the shoulder angle is 45 degrees from my drawings and data files.
Best.
