Anyone have a common device to do this without weighing?

Yes - adjustable brass - volume measuring devices are common - check Dixie - google them up

+1 on 28 ga i use a 410 hull cut down for powder charge measuring

I've used the end of a horn before. Start with the amount of powder you want, pour it in and mark the spot. Then either cut or just pour to the mark. I usually just use an adjustable measurerer.
