Tail Lights Out!

Tonight in a driving rain storm on I240 a cop pulled up alongside me, got on his PA and said "Turn your tail lights on!
Yes, you in the Nissan, TURN YOUR TAIL LIGHTS ON!"
What a surprise, I had my head lights on. Didn't know I didn't have tail lights.
Four days ago at school, my battery went dead. I roll started the truck and it ran fine and the battery charged up.
I think it was a short in the tail lights that caused that.
Probably have been without tail lights since then.
1996 Nissan Pickup, 165K miles.
I checked the fuse, it is ok.
What can cause this problem?
