If you are implying that the average consumer will end up paying, that may be partially true short term. The lack of cheap labor will force business to pay better, and there will be less bleeding of the welfare system so it actually costs less for the average taxpayer.
Money that used to be payed to illegal labor, will be paid to legitimate American workers and taxed, and the money will not flow untaxed into Mexico but stay and spent in the USA.
Instead of companies moving across the border for cheap labor, Trump intends to tax the merchandise on the way back in.
Many of his ideas needs fine tuning, but the principles are sound economic windfalls for United Statesers, and the cost of the wall will be diverted back to the Mexican Subjects to pay, not the United Stateser citizen.

Shut down all the Social Security payments going to Mexico too. US Citizen expats will have their payment deposited to a Bonded US Bank North of the Border to be forwarded to them.

The wall has been paid for- The construction has been blocked for years.
After Obama got elected it was dismantled. Personally- I would like to see this come back on a larger scale along the coastline of known drug trade and unsecured areas of the broader.
