Chicago Mayor Richard M. Daley, who was hoping to get his gun-control package passed, ran into resistance from the gun lobby's influence in the Illinois legislature, the Chicago Sun-Times reported May 28.

The National Rifle Association (NRA) and the Illinois State Rifle Association successfully lobbied the state legislature to reject Daley's gun-control package, which included bills to limit gun purchases to one a month, require gun dealers to obtain state licenses, and require background checks at gun shows.

A particular NRA win was the passage of a bill opposed by police and prosecutors throughout the state. The measure, which awaits Gov. Rod R. Blagojevich's signature, would require any agency requesting a firearms trace to notify the person involved in the check when criminal proceedings begin, or within 60 days of the investigation being closed.

The measure also would allow the subject of an inquiry to destroy the records associated with the trace request.

"This bill is the best friend of gun traffickers," said Mike Smith, an assistant Cook County state's attorney.

"If cowardly and dishonorable men sometimes shoot unarmed men with army pistols or guns, the evil must be prevented by the penitentiary and gallows, and not by a general deprivation of a constitutional privilege." - Arkansas Supreme Court, 1878<P>
