how about a "hot air tax" or "legislative manure tax"
...every time a politician opens their big mouth and hot air and/or fertilizer comes out there should be a cop right there writing the politician a big fat ticket [:D]
some things to put on the hot air list:
bans, of any sort;
sin taxes;
new taxes in general,
etc
