PA Attorney General vs. Citibank, K.O.!!

Citibank offered me and the wife her full credit line for 2% interest for 21 months.
There was a transaction fee, but it was not as high as they are today.
January 2013, the rate would have gone to 16.99%, which we would then pay off.

A few weeks later, a letter from Citibank thanked us for the business,
and further stated that after the balance transfer offer period,
any remaining balance would be subject to 3.99% for the life of the balance.
I called the balance transfer office, sent them a copy,
and they said Citi would honor it, but keep the letter. So we borrowed more,
as the wife was between jobs, and the loan was cheap.

Time goes forward. I call Citi, asking them to confirm their letter stating 3.99%
Citi states letter was in error, states the rate will go to "present APR, currently 16.99%.
I am not debt-free, and certainly like "cheap" money.
So I repeated the process with Citi two more times. We locked horns

Enter an email from me to the PA Attorney General Bureau of Consumer Protection,
describing the issue. Return letter from PA Attorney General within two weeks,
saying claim was reviewed and a File Number created. Two weeks later,
a letter from Citi reverses what they THREE TIMES CLAIMED would be the APR
at the expiration of the promotional period. Finally, in writing,
it states they will apply a 3.99% APR to the remaining balance transfer offer until paid in full.
