Ford super duty question

Is that fuse box under the hood on the early 2000's made to split apart. I have 1.8 volts to the electric seat. Ran a jumper from the batteryand works fine. Coming from a 30A supersized fuse under the hood. I am guessing there is corrosion on the back side of the fuse holder but can't find info on splitting the box. Anyone with experience in this subject matter?
