The F-22 minimizes this problem, extending the effective life of the F-15s and F-16s, and to lessor degree the F-18s of the USN.

Furthermore, it's the exactly wrong plane at the exactly wrong time. Imagine if all the money spent on the F22 had instead been spent on drones and UAVs, which everybody agrees is the technology of the future. In the F22 the American military has purchased the most incredibly advanced VHS tape player the world has ever seen.
