1) The FFL told you the revolver had problems in cylinder play and sticking extractor (probably bent rod). You should have rejected the gun on condition as being unsafe.
2) H&R revolvers were always cheap guns with soft parts. Top breaks
loosen up with usage. These are not durable revolvers like S&Ws, Colts and Rugers.
I expect there are new cylinders and new replacement parts to be had.
