I don't seem to understand this:
Was it up high and caught on fire?
Did it first hit a power line and go up from the flames?
Did it hit the power lines and fall from that height?
The snapshot of it in flames looks like it was high at that time.

If the balloon had touched the phase alone it would not have triggered an alarm.
Looks like the balloon was large enough or moving fast enough to initiate a phase to phase to phase to lightning trip. Either of those on a 135kv system would have been a serious arc and possibly an ignition of the balloon envelope.
