    My understanding is that since it's a firearm, it has to go to a ffl and a ffl in any state can receive a firearm regardless of whether civilians in that state can own it. That means that the seller doesn't need to concern themselves with the state laws.

    If it was mine. I would only ship it through a FFL, to a FFL. That way you aren't going to be caught up, in the legalities of the transaction. It's way cheaper to. Not sure about rifles, if this thing would even be considered a rifle? But shipping handguns, I save about 50% having a dealer ship mine.
