Nothing under the hand guard and this is not a prototype.
It mar have been purchased in California.

Its a Bushmaster, google Bushmaster carbon upper and you will get some pictures.

Agree with Steve. It's an early bushmaster carbon 15 upper from before the ban. Should have a 10 round remington 597 mag enclosed in a plastic block for a mag. Black dog machine made some mags for it as well.
