Did Colt make any Series '80 Combat Commanders in stainless, or is it safe to assume that any of them with a bright finish is nickel plated?

Nunn I posted the same answer to this over in general. Yes Colt made some stainless 1911's in Ultimate Stainless that looks like shiney nickel. Plug in ultimate stainless in the auction side and you can see what it looks like.

The gun in question is a .38 Super Combat Commander. On the auction side, I found an ultimate stainless .45 Government. I also noted that the serial number begins with "SS," for stainless steel, I reckon.

    Ah, ruger found it first.
A shiny Combat Commander is likely polished stainless.

There was also a Commander in brushed, (dull matte), stainless. Cannot recall which series?

Most of the later Combat Commanders have been in brushed stainless.
Many of the early Combat Commanders were in "satin nickel" which looks ok new, but shows wear and dirt worse than any other finish I know of.

Yes, it can, but its still not the same when viewed together. Nickel is still brighter.

Below are my shiny Pythons. The top is polished stainless, the other two are factory nickel.

Just as DCS demonstrated, the factory nickel has a goldish tint to it. It is hard to tell, unless you have the two side by side, and a very discerning eye.

A shiny gun might be nickel, chrome, or polished stainless.
After you have seen a few hundred of each, you can tell the difference.
