identity on old revolver?

no markings (I think there was on the strap, but rusted too much), about 14" long, rifled bore about .35"

Sure, very distinctive.
It is a Savage Revolving Fire Arms Co. Navy Model, Flayderman #7A-095.
About 20,000 made 1861- sometime in the mid 60s.
11984 on government contract (only 800 to the US Navy, most to Army.)

The one pictured is in "rusty relic" condition but complete except for the grips and loading lever.

my neighbor owns this and probably wants to sell it. Does something in this condition need to be sold in the same way as a functional handgun?

It is not a gun by federal standards, but some places it is.

It is an antique and can be shipped directly to the buyer, assuming no local restrictions on the buyers end.
I would be interested in bidding on the Savage. List it on GunBroker and it'll sell.
