Is it legal to own a 11.5 upper as long as it is not mounted to a lower?
Can you own a 11.5 upper with a 5.5 suppressor on it legally without a stamp?
When you buy a 11.5 upper is any paperwork filed by the seller to the fed gov and do you have a spec'd time to file for a stamp?

Depends. If you have no lowers then yes it is 100% legal. If you own a lower then it can be questionable. Depending on what you think or feel will have to be your guide. Having all the parts HAS been called possive (sp) construction by the ATF in the past can COULD be again if you are caught. Is it worth the risk to you, 20 years and 250,000 fine.

See above. To measure overall length of a barrel it can only include parts that do NOT come off. If the FH is just screwed on it does not count, if it is welded or pinned then it can be counted.

What paperwork is there to fill out? The buyer has no idea what you intend to do with your parts (and that is all it is). If you are trying to LEGALLY build a SBR you need to have your APPROVED Form 1 back PRIOR to having the parts on hand.
If you have an 11.5 with a 5.5" suppressor, the suppressor has to be permantly attached to the barrel, either pinned or welded, making it part of the barrel, therefor making the barrel over 16". So that would be legal in that way.
You can always buy a pistol lower.
If I were you, I would keep the 11.5 upper seperate from your AR, maybe in a seperate safe from your rifles, and just not tell anyone. Out of sight, out of mind.
