I have a Browning Sweet 16 with a bulge in the barrel 3 inched from the muzzle.
I could cut it off and get a good 24 inches.
Could anyone venture an experienced guess as to the cost of
1 cutting down the barrel
2 move the front sight back
3 thread the barrel for screw in chokes
Im open to any other suggestions. Gun is in decent shape otherwise.

I'd guess about $300 should fix you up with like 3 or 4 tubes.

I did two 12's an H&R and an 870 that share 5 tubes myself.
Be sure and inquire about steel shot use.
+1 for the metal filled choke tube lube.
Added A quick search says you could get a new poly choke for less than $100 and DIY.
You might consider having some choke rolled into the end of the barrel or relieving the inside of the barrel to produce a Tula/Jugg choke effect.
IMHO a cylinder bore isn't all that useful and you should do something.
