Can a Knight Arms rails system that measures 12" in lenght be fitted into a 16" barrel? If so, how? What parts do I need? Thank you!

It depends. If I understand correctly you have a set of rifle length hand guards and want to use them on a carbine length gun. Is that correct?

I think they make a few different mountings. If the rails are free floating (only mount at the barrel nut) you can do it. If they are 2 piece guards or require a front mounting point I am not aware of a way to do it.

If they are free floating you can remove the front sight/gas block and replace it with low profile gas block that is sold by many companies. This will mean you need to either add a rail mount front sight to the rails or have an optic of some kind.

Here is an example of a 16" gun with rifle length hand guards and a PRI low profile gas block. It is a .300 Whisper that I am working on building.
