Where did "18 USC 922r" come from?

I've know that a lot of rifles like the SAR-1's and such are legal because they are 18 USC 922r compliant. But where did this regulation come from? Was it another one of Klintons "interpretation" of the existing laws since he knew he couldn't pass any gun control legislation through congress?Green Lantern

    18 USC 922 is part of the Gun Control Act of 1968. Also known as Public Law 90-618. It has probably been amended but was originally enacted long before Slick Willie was in the White House. I don't believe we can blame this one on him.
