Primer Install/Removal Tool Press?

I can't figure out if this tool is for removing ammo primers or installing primers or both? maybe it is not related at all, but I can't find a name on the tool anywhere to give me some sort of lead?

There is a die that can be used to push out the old primer and re-size the shell at the same time.

Then I use an RCBS hand primer to re-prime the cases.
