If the rifle action is not an antique then it has to go through an FFL.

both of you could be breaking the law without a ffl but if he ships it to a ffl for you to receive it then you both should be good to go.
just because you could doesn't mean you should

The action is legally a firearm- everything else is just parts. An action is treated same as a firearm. Transfer of ownership ACROSS A STATE LINE requires services of an FFL if it is not a muzzle loader or antique (pre 1899)

The action is the part that has the serial number....thus a transfer is required.

Ebay does nothing about reported items, too much in fees for them.
There are bidders paying ridiculous prices for bare receivers and more sellers are being encouraged to list restricted parts when they see this.
Do a SOLD items search for these item numbers. DO NOT link eBay or any other auction site items which are firearms, firearms parts or firearms accessories into this forum.
    There have been many more.

Advertising and selling a gun on that site is not illegal, just against their corporate rules right now. The buyer and seller would still be obligated to comply with all transfer laws at the conclusion of the auction. [:)]
