Info on engraved S&W Model 19-2

I just bought a S&W Model 19-2 with 3" barrel. The gun is 85 to 90% engraved with the inscription on the right side of the top strap stating "engr. by Billie Weems". This gun came from an estate sale and also has hand carved grips with a single row of carved oak leaves down the middle of the grips. I would like information on the engraver and also a possible dollar value of the gun. The finish is 98% with no visible scratches around the cylinder. The right side of the frame has a bear on it and the left has a standing pronghorn buck and a laying pronghorn doe. Any information would be appreciated. Thanks. The serial number is K622XXX. Would also like the year of manufacture.
