I have some 40-82 cases that have a headstamp of EPPS. Does anyone know who made these? thanks

Don't know for certain? There is a Canadian outfit by the name of Ellwood Epps, which would be a likely suspect, IMHO.

EDIT #1, Didn't mean to give you a bum steer. EE is a retail outfit, doubt if they actually made the brass. Probably bought it from some European manufacturer, like Herters use to do with their brass. You buy enough brass from them, they will put any name you want on it.

rufe-snow has likely got the answer.
Many years ago North Devon Firearms Services (NDFS), a one-man outfit in England was about the only source anywhere of reloadable brass for 577-450 and other obselete British/European/North American black-powder cartridges.
He turned them from brass bar-stock, and I still have some of his 50-70 brass.
EPPS retailed them in Canada and had a lot of them head-stamped EPPS, instead of the usual NDFS.
