.223 & .22-250 twists

Why do some companies use a 1:14 twist in rifles chambered for the .22-250? The same companies usually use a 1:12 twist in the .223. I don't understand it myself. Basically limits you to using a 60 grain pill tops and with the 1:14 you are extremely lucky it you can even use that heavy of a pill. I understand that these cartridges are mostly used for small varmint(and maybe that is the reasoning), but with a 1:12 in the .22-250 and a 1:9 in the .223 it seems that you are given more options in bullet choice and can definitely stretch you game up to smaller deer, as well as being able to use a heavier grain pill for varmint such as coyote, etc.
