$5,000 would be a good basis to start from, but there are some variables that can effect the price such as double triggers (-) and ventilated rib (+).

This model 21 has single trigger and no vent rib. It is marked both Trap and Skeet in front of the trigger guard. I have not been able to find any info on guns marked with both...has anyone ever heard or seen this ?

Winchester offered a trap/skeet grade M21 in 1933, it had a single selective trigger. This product offering was discontinued in 1939. Your gun in 20 ga. should have 26 inch barrels and be choked WS1 and WS2, by the time they stopped offering it they had 12 different product offerings in the "trap/skeet" line. The frame for that shotgun appears to have made in 1945/1935 - if you look at the barrel flat there may be a two digit number stamped indicating when they were made. It's not on all of them. If these barrels were made close to when the frame was produced, the choke marking should be on the bottom under the forearm and "U.S.A. Pat Pending" will be stamped there too - with Winchester Proof Steel (this is on barrels made in the 30's).
These guns have a lot of variations. If the one you're asking about has never been shot it's really a shame. They're a nice shooting gun,
    very soild.
What forearm does this gun have? Could you measure it (length/width)? Is the stock pistol grip or straight?
