Since a lower is the "registered" part of an AR15 I should not encounter any problems shipping an Upper from La to Wa. Should I use the USPO or another parcel service?

Whoever has the best insurance!! You should have no problem shipping it in the continental US. I would recommend using UPS or FEDEX though.

I hate the post office with a passion, but they do have a really neat triangular mailer that ships for about 9 bucks that makes shipping an upper real easy! Stick it in one of those and goodbye.

+1..the triangle shaped mailer is the way to go..make sure the buyer / seller puts insurance on it for more than its worth...Loko
