I came across a Armas Garbi 51 b in a boxlock that the "Bluebook" values @ $800 =/-. Given the low price--does it have reliablity issues? It looks at least as good as my SO DeHaan.

There are no real reliablity issues, the lower end box lock guns such as a 51B are not as desireable to the collector market.
