empty shell sticking in chamber

I have a ruger 77 in 7mm rem mag. I have hunted years ago with a pet handload that works well in the gun. I have not used the gun in 5-6 years, so I cleaned it and wanted to check the zero, i could not find my reloads so I bought a box of Winchester cxp. I fired three round group and zero is ok, but the empty case on the third round stuck. I could raise the handle but could not budge the case. I let the rifle cool and extracted the round with difficulty. I inspected the three cases and could see no signs of pressure problems but all the cases had a uniform change in color the full length of the cases starting about 2mm from the belt. Looked as if they had been buffed slightly. I borescoped the barrel and chamber and looks good except for a 2mm spot of rust midway of the chamber on one side. Do you think this is the problem and if so how can i remove it without damaging the chamber? I can not find anyone with a 7mm Rem Mag chamber brush. I did not expect the sticking with a factory round since my handloads where probably hotter than factory.

    Use an oversized cleaning brush, either plastic bristle or cloth swab. I have used a cordless drill at low speed with gun oil on the brush. I have had to do this quite a few times with used guns I have bought, mostly surplus rifles. It knocks out loose rust and polishes the chamber without removing any metal.

    Dirty chamber like jtmarine stated most people forget that they need to clean chamber with much bigger Brush or patch then the bore of the barrel.
