My guess is an early version of a muzzleloading coachgun/shotgun carbine? It looks pretty old and probably worth quite a bit.

I can't find anything similar in any of my references. It should be well marked, European military firearms of that era ( early to mid 19th Century ) usually were.

Definitely for use on a horse(saddlering).
Most likely a cutdown for some long, lost reason.
But still pretty interesting as shown by answers from responders.
