Redfield model 3200 scope

Hello I am trying to help settle an estate of a friend that passed away. One item is a Redfield model 3200 this is a long target type scope but has internal adjusting turrets The cross hairs don't seem to be centered . Does any one have a scope this model mine is 24X and serial is 00044 I know some older scopes had cross hairs that moved but this seems that the cross hairs don't move they stay off center . Who could repair this if it is a defect? Thanks for any insight you can offer.

Thanks I think I will try to get it repaired before trying to sell I was sort of expecting it was new enough to stay centered.
