I have an old Sturm - Ruger, I think its a Mark I or II 22lr, anyway it was reblued many years ago (before I owned it in 85) serial # 24X1X5. If I squint and use a magnifying glass I am confident I know what the X's are. Would/could a gunsmith restamp those numbers without a problem ?

A gunsmith could re-stamp the serial number, but I'm not sure how many would be willing to do so.

Federal law prohibits the alteration or removal of a serial number (as well as possession of a firearm with an altered or removed serial number). So, you are getting into a gray area where no one wants to make a mistake. In your position, I would write to ATF & request a letter of determination; that would protect both you AND the gunsmith.

    Why not check with Ruger?
