I haven't actually owned one. But have fired some owned by others. Appears to me to on par w/the old 1970's & 80's Itailain/German made FIE "Buffalo Scout" imports.
No Colt or Ruger Single Six mind you. But IMO a solid serviceable SA revolver that would give generations of fun and service if properly cared for.
In my youth I owned several of the imported Buffalo Scouts. And had a ball w/them.

My dad has owned one for years since he was about 14. I bought one for my my wife a couple years ago for about $100. They're not the most amazing pistol to shoot or the most well put together, but you're getting good use of it for the economical price you're paying. I've had good experience with the 2 I've had in my life. Wouldn't regret getting one for the price anyway.

I own one with the 6" barrel, and it is very accurate for the price, and I have never had a problem with it, after about 500 rounds through it!

I have one with the 9" barrel. Nice little revolver. The fit and finish isn't like a Smith, but for the price it's a nice little shooter. I would buy another without any hesitation.

How old is your dad? I didn't think Heritage Firearms in Florida has been around for more than a few years.

My guess is that he was talking about the FIE/Excam revolvers that I mentioned. As far as I can tell, the Heritage guns are clones of them.
