Who made it and what is the difference between it and 22 LR?

H & R made a revolver they called the .22 Special, circa approximately late 1920's, late 1930's. Most were chambered for the standard .22 LR, small number for the Win. 22 WRF. Supposedly it was sold as a target pistol. Sights were so atrocious/useless, you couldn't use them. I had one, and couldn't get rid of it fast enough.

The 22 Special was made by Remington, and it is a carbon copy of the Winchester 22 W.R.F. (Winchester Rim Fire), both of which are much longer, and slightly larger in diameter than the 22 Long Rifle. Remington simply did not want to make a firearm that was marked with "W.R.F."

In addition to what Bert H said, you can fire the 22 special/WRF in a 22 Win Mag (22 magnum, 22 wmr) gun as well, much like 38 spl in a 357. Although I think the WRF/special ammo is more expensive than 22 wmr, even on new production stuff.

Actually, 22 W.R.F. ammo is less expensive than 22 WMR ammo. Try this link for a price comparison - http://www.cheaperthandirt.com/rimfire_cjf.htm
