browning metal?

just got done refinishing a stock and forearm on a bl22 more my grandson someday, only thing is the barell bands were scratched so I decided to strip and reblue, thing is blueing won't take it just rubs right back off, are they some alloy that wont take blueing? if so what can I use to get the high gloss black finish back on them. one other note does touch blueing liquid go bad both bottles I have are 10-15 years old.
