I have a Smith & Wesson Model 24-6 3" 44spcl. blue.
In the crane of the frame right above "Mod 24-6" is
another number etched saying "CLE0163". I assume the
fourth digit is a zero. What is this "CLE0163" mean?

The serial number on this model is 3 digits alpha followed by 4 digits numeric.

You can confirm that this is the SN by looking at the number stamped on the bottom of the grip frame under the grips.
