Is it legal to ship a handgun direct to an out of state dealer (with an FFL) ?

New York State has a state law that a FFL can only receive a handgun from another FFL or holder of a NY pistol permit.
A FFL can receive a firearm directly from a non-licensed person- altho some seem to think they cannot. The FFL will need ID in order to log the gun in to his books (copy of driver's license, etc). If shipping a handgun, and you are NOT a FFL, you will need to send UPS or FedEx Next day Air, which is expensive. A FFL can MAIL a handgun to another FFL.
New York State has a state law that a FFL can only receive a handgun from another FFL or holder of a NY pistol permit.
New York state, now also has a law, that if I am not mistaken, that ANY firearm(including long guns) shipped, has to go thru an FFL. We seriously need to rid Albany of the Hitleristic Elites that squat there.
