On a 700 in 243 the barrel has Q XX stamped on it. Is this a 1978 gun?

Looking at it in the bright sun it seems the FIRST mark I took for a Q is most likely a cross hair looking thing. The XX is deeply stamped with a 46 near the receiver. I KNOW it is from before 1990 having heard him talk about it then. He has had it for many years with less than 10 rounds fired.... It is pristine looking like brand new.
