According to J. Walter's book. "Rifles of the World". In the 1980's, P-H, made a series of Military and commercial rifles, based on the 98 Mauser. With their own trigger system, in detachable self-contained unit. My WAG, is that, is what you have.

In 1990 P-H was sold to the Gibbs Rifle Co, of Martinsburg W. V. Supposedly Gibbs continued production. Don't know, if they continued, using the P-H trigger system?
