If you decline the call it will go to voice mail filling it up with credit card offers and other scams. I use a JBL speaker right beside my computer for better sound quality.
I lean the phone on the speaker so I can see who is calling, if an unknown caller shows up I answer it and let the background Youtube sound or music play until they hang up. No more useless voice mails filling my phone.

Whatever floats your boat, Bruce. I don't think that has much of any effect. The call is still answered and the number is logged as a valid number by the bot.

I block all incoming calls unless their number is in my phone list.
Real callers can leave a message. Robo calls disconnect.
I have 30 seconds of Taxi Driver on cassette tape. When I get a telemarketer, I play this for them.

Now, online filing is mandated by experience Norco, Corona, Chino Hills, Chino, and Ontario each having there own unique appeal. Then finally Riverside and Brea? Well that's Six plus one for spam and zero for your troubles! O.K. * and elbows bring the rain Just this damn fortune cookie and a movie!

Better to string them along as long as you can to waste their time. Keeps them from bothering other people.
I find it very rare these days to get a spam call with an actual person on the other end. Almost all seem to just be recordings. Pretty hard to piss off a recording, so I just don't answer calls I don't recognize.
I did try something a bit different a while back. Not sure if it will reduce all the incoming calls but when I am sitting close to the land line and it rings with a UFC (Unidentified F...... Caller) I quickly pick up and hang up faster than Quick Draw McGraw!
I inform the caller that this is the official phone number of an investigator for a Federal agency(technically a true statement) and they hang up immediately.
If you hit "1" on the keypad, a real life loser will answer.
I always answer with " Police Dept...Homicide.." Sometimes , " City Morgue".
I just did it thirty minutes ago. I got a recording that I could be arrested for fraud because my SSN was being used in Texas for some nefarious reasons. I waited, they picked up and I said Homicide.
The guy told me to preform a certain sex act him. I said that was a different dept.
