If that's the ID of the ring, it's a Saddle Ring for a Winchester.
Yes I saw a young lady at the beach this morning with one of those hanging from her nose.

By scaling to the ruler, if appears that 3/4" is the OD.

It is less than half the size of a Winchester

I've got it's twin that I got in a box of small parts, never have ID'ed it. I "think" it has to be for some kind of smaller .22 lever gun. The stud and ring are an exact copy of a Winchester, just downsized.
