Unknown Tool / Jig

I'm Trying to ID this tool or jig. It came from the estate of a Marine Armorer. The only wording on one edge is [BACK]

It almost looks like a staking tool for a 1911 front sight. But the holes on the side and the fact that the striking end for the hammer doesn’t come back and center over the point of the tool. ???
I forgot to mention it's Aluminum
If it is aluminum it would seem it is too soft to be a staking tool.
Because of the 2 set screws I'm thinking it might be some kind of positioning jig?
