They are probably having problems adapting to the area since they are not a native species. I would also imagine more are shot than are reported.

Less SSS in Idaho than one would think because of this
I live in a $500 reimbursement area, but due to a $200,000.00 donation by the IDF&G, reimbursements in several places have increased dramatically to draw more hunters and trappers.
My SIL trapped two last winter and got $1,000 and then another $1,000 from a guy who wanted to mount them for his lodge.
If you live in Idaho or Montana and pack a wolf tag, it could pay you to spend the $35 to join.

Most hunters I know of pack some non-expanding ammo when out in the field. If they do want to carry a wolf permit, they can shoot more than one, and the others will run off and die miles away from where they were shot. If they are collared the killing bullet will not be found.
The Canadian Wolf is an invasive species, and should be treated as such.

I live in NE Washington state. My neighbor’s wife works for ranchers and is paid to track and haze wolves that are threatening the cattle. Many of the wolves are wearing collars and if one gets killed or dies,the heartbeat is monitored and when it stops, it is reported to the authorities. It’s location is pinpointed and a search is initiated and your bullet best not be found in the critter! Big brother is always watching and SSS could haunt you if you shoot a collared wolf!
Those collars go to the local train yard the boxcar will be in Chicago tomorrow. Or so I have heard.
