This is what is commonly know as a pistol-type (squared frame to mimic an automatic pistol) pocket revolver. It has a Belgian proof making from Liege, so it was probably made by Auguste Francotte. There were a wide variation of patterns, including cylinder release and the folding trigger. 7.65mm or .320 are the usual calibers.

Looks like a Velo dog revolver. There are a couple on the auction side to compare with.

Velo Dog uses a (relatively) long cartridge. This one is a 5,5mm Velo Dog

A number of those guns were made in caliber .320 European Revolver, which is SMALLER than .32 S&W, but very close to .32 Short Colt. It was not uncommon to find some of them in .25 ACP. That is a SEMI-rimmed cartridge and was used in some of the mini-revolvers. Not a Flobert- and some may not really HAVE a maker's name- they were cottage industry guns that tended to copy the mechanics of the (larger) Royal Irish Constabulary revolver, and the guns designed by Henri Pieper.

The lion over PV proof indicates that it was suitable for smokeless powder.
