Making a muzzle loader pistol

Just a question in the legal sense.
I want to make a single shot muzzle loading pistol from some parts I have .
The barrel is 9". It will have inline ignition.
Big question is : Are there any restirctions legal wise.
I also want to add a shoulder stock.
Should be a unique piece if I can legally do it.
