I'd look at old Stevens products. When I bought the rear sight for the button selector 22 over 410 so I could hunt bunnies with the 22 back in the early 70's, the sight tabs were folded over to make the dovetail. I don't recall a rivet but it wasn't like yesterday either.

Are those letters stamped on top of the dovetail?
    Dovetail size?
Pic of the "rivet" and rear of the sight?

No letters or markings of any type--what you see is the tops of the rivets
    Dovetail is 3/8"
Rivets are easier to see on the top of the sight

Rivets are similar to some sights I have seen on BSA 22 rifles---I will persue that now ?

I think Charlie may be on the right track being a Stevens sight. Two clues for an ID, how wide the dovetail is = octagon barrel, or a heavy round barrel. The cut in front of the V, notice it's flat on the Winchester sight, and a U on the mystery sight?
If the dovetail measures up an exact 3/8ths, more likely US or Brit. if not exact, but exact in mm's like 8 or 10mm, lean toward Euro.
