Can a Maryland C&R holder have a C&R eligible Handgun shipped directly to them from a FFL dealer in another state?

Yes.  But, you cannot ship a magazine with a capacity  > 10 rds.
And, of course, you can only ship Next Day Air via Fedex or UPS.

Maryland law has nothing to do with it; it's the postal service.  USPS regulations require that, in order to mail a handgun, both sender & receiver must be a dealer (or distributor or manufacturer).  That leaves Fedex & UPS as the only common carriers willing to ship handguns for non-licensees, & both require that handguns be shipped Next Day Air, which is expensive.  So, sometimes a C&R holder is considered a licensee, sometimes not.
