There are probably forms of restraint appropriate to people who are reporting and showing cardiopulmonary distress.
If someone's showing signs of a heart attack or other form of distress, do you not only stay completely in their face but restrain them by pressing their chest into the ground with your knee?
Was it just really dumb or were they trying to cause panic to worsen what may have been a mild heart attack?
