I'm trying to buy a .22 cal Savage 23AA Sporter from a guy across the state. The rifle was made in the 30s but the guy says that it is not on the ATF's current list and therefore he can't ship to me.
I thought that once a firearm reached 50 years old that it automatically became C&R eligible.
Wouldn't this rifle qualify?

It depends.
A gun may be considered a C&R if it is on ATF's website listing. I often look it up in Mr Fjestad's Blue Book of Gun Values.
In all cases, the gun must be substantially original.
And, the 50 years thing applies to the specific gun, not to years it was in production.
Some states permit the "importation" of C&R's from another state, some don't, & some have conditions. You may need to prove to the seller that it is legal for you to receive the gun. You may want to give the seller the phone number of his state's ATF office.

Yep. I would drive 6 hours to buy or sell a gun in person.

I made a couple of assumptions with my quickie answer:
1) The OP is aware of his state laws regarding C&R regulations
2) The OP had either SN info, manufacture dates or No SN to date the gun as 50 years old or older.
3) The OP has seen that the gun in in its original configuration.
Neal is most wise and always very accurate. As long as the assumptions were correct I believe that the gun would qualify. Some sellers won't ship to a C&R for any reason. Their loss.

The rifle is at a gun shop. The owner contacted me and said he was just being overly cautious because the Fed's recently raked him over the coals (as they do, just ask Kasey). He did agree though that the rifle was good to ship to me.
OK, here's the kicker, I pull out my C&R license to send him and the damned thing expired Oct 1st. Talk about being PO'd at myself.
We moved during the pandemic and the one and only thing I forgot to change the address on was the C&R.
ATF said that now I can't renew the license I have and I have to apply for a new one from scratch. Why can't they just charge a late fee or something rather than making me start over?
I swear, the government specializes in making everything they touch as complicated, long, expensive, painful and frustrating as is possible.

Have had a C&R since 1976. There are 3 ways for a firearm to become a C&R.
How can you prove age?? Sometimes, you can't- and it won't be a C&R. Sometimes by when the model was made, sometimes by serial number. I collect older Mossberg 22 rifles. Out of about 20, ONE has a serial number. But if references show THAT model was only made in 1950-51, that will do. For Remingtons, you can use the latter code on the barrel.
Advantages of having a C&R? My LGS has a copy on file. Find a gun I like, we arm wrestle on price, shake hands, I pay him- and we are done. My receipt has "C&R FFL on file". No 4473, no Insta-check. Second, local dealers may charge $50 or more to receive a firearm for me. With a C&R, courier brings it to my door. Third- I go to a gun show in another state. NICE Colt Woodsman, decent price. I can buy and take possession of it right there. Unlicensed folks cannot acquire a handgun in a state where you don't reside.
I recently moved and changed my address for my C&R. There was no question on the form about when I moved, or anything relating to that. Just fill out the form and send it in, there was no fee either.
After rereading your post, I see that it expired on October first. Not sure when you moved, but ATF sends out reminders 90 days prior to your expiration date, and a change of address stays in effect for one year.
Yeah, we moved during the pandemic (two years ago). The renewal form probably was sent to my old address but needless to say it didn't arrive at the new one. I just hate having to start completely over then wait for ever to get the license.
This was completely on me but life was a tornado during that time, 100 things needed to have the address and phone number changed while trying to pack/unpack, not even sure we would be able to get our furniture and belongings moved because all businesses were shut down.
Anyway, life is life, we go where it takes us.
