for a long gun, I think there only has to be a dealer on one of the transaction. And I think it is on the receiving end. However, some of the more knowledgable members here hopefully will so tell you. Or you can go to the BATFE website.

i am almost sure you are required to send it to a type 1,2 or 9 FFL holder. Of course you could get away with not doing that since shotguns are not registered (thus nobody would know that the firearm was not legally purchased by, or transferred to your grandson) permanently with the BATFE, but the risk of a stiff fine and possible jail time vs a small fee the FFL hodler might charge makes it an easy decision. I would advise you to have your grandson contact a gun dealer in his area and ask about the paperwork and procedure before you do anything else, its likely he'll have to get an insta-check and possibly fill out a few forms.

"A nonlicensee may mail a shotgun or rifle to a resident of his or her own state or to a licensee in any state. Handguns are not mailable. A common or contract carrier must be used to ship a handgun. A nonlicensee may not transfer any firearm to a nonlicensed resident of another state. The Postal Service recommends that longguns be sent by registered mail and that no marking of any kind which would indicate the nature of the contents be placed on the outside of any parcel containing firearms."

you are basically limited to USPS and fed-ex. Both have a similar policy with regards to firearms. the above is from the BATFE.

Your best bet is probably to call your loca FedEx and UPS offices. FedEx policy is to ship it to a FFL holder, but my local FedEx won't touch a firearm of any kind. UPS policy is to only ship to FFL or manufacturer for repair and return, but my local UPS shipped one for me. It gets complicated, don't it.

It can be mailed but must go to a dealer for transfer.
