BATF now after unlicensed collectors?

I was sent an artical about BATF going after unlicensed firearms collectors for selling some of there personel collection includeing one man who sold seven firearms at a gunshow. It also says that the BATF will not explain how it determines what is considered a biusness and what is not. It said at one time one official stated that an individual selling more than TWO firearms a year needed a license and another stated an individual selling more than SIX firearms a year needed a license. Anyone else heard about this latest assault on the second amendment?
